Most of the established tools in this space charge per user. That model makes sense for the vendor — every new engineer is incremental cost on the licence, regardless of how much value the firm extracts.
From the small-firm side, the maths is the other way round. The first engineer to use the tool is the one who decides whether it sticks. If each additional engineer adds another per-user charge, the small firm either holds rollout back (defeating the point) or pays per-user for engineers who barely use the tool.
