Three things to weigh. Fulcrum's own pricing page states that all plans require an annual subscription and a minimum of five users. Professional is 43 US dollars per user licence a month and Elite is 55. So the smallest real commitment is five licences for a year, whether or not five people inspect.
Second, ArcGIS Enterprise connectivity, API and webhook access, audit logging and SSO sit on the Elite tier at 55 dollars. If the geospatial integration is why you are buying, check which tier actually carries it.
Third, the output. Fulcrum is built to produce structured, mappable records, and it is good at that. It is not built to produce the report your firm issues on its own letterhead. If a client expects your document, somebody rebuilds it.
